If literary agents dont do poetry, then how do some poetry books make it to the biggest publishers?

So I keep hearing that literary agents 99.9% of the time don’t take poetry, but yet some of the biggest publishers, for example Harper Collins have poetry books out. These publishers, such as Haper Collins do not take unsolicited manuscripts, meaning you need an agent to present your work. So if you need an agent to present your work, and the biggest publishers don’t take unsolicited manuscript, HOW DO POETRY BOOKS END UP IN SOME OF THE BIGGEST PUBLISHERS?????
Beware of poetry contests! They usually are huge books of poetry with many poets that stink. I learned the hard way when I was younger. They are "vanity publishers" which means they tell you that you are so talented, they will publish you in a book (with tons of other poets) and then you are asked to buy a copy for every relative of yours.
The FACT is– while most publishers do NOT publish poetry, there are a few that DO. What you need to do is get the book "Writer’s Market" that is published every year. It has the updated list of who is publishing work of all kinds. Magazine articles, fiction, non-fiction, and YES, poetry.

Hey,
Let me give you an honest answer to your question based on my experiences with these things in the past.
For the majority of girls out there, writing pages of love poetry is indeed creepy, as you found out. However, as the lovely lady above said, it really depends on who the girl is, and it’s true that there are some girls who would really appreciate something like that. But the truth is, most will definitely not.
It’s not about the meaning of the poetry that turns them away. I agree that writing poetry shows that you care, that you’re a passionate and sensitive guy, and girls like that. But you need to find a different way to show this about yourself, because what turn girls off in your situations are the social implications.
If a guy writes *pages* of love poetry for a girl, you can assume that he put a lot of time and effort into it, right? Now that’s not inherent *wrong*, but it is indeed pretty strange for today’s cultural standards. Most girls won’t react to it by seeing a guy who loves and cares for them deeply, but instead a guy who is obsessive and possibly clingy. This in turn makes them feel smothered, and they’re likely to back off.
Girls like guys who are independent and has their own hobbies and activities apart from their lives with them. If you like to write, it’s okay to write about something else, but writing about your love for a girl really shows that you are doting on them way too much. Now remember, some girls really would like a guy to write pages and pages of poetry to her, but most really wouldn’t.
What I would suggest doing is laying off most of that stuff, but not all of it. You definitely should do something special for your girl, because it’ll set you apart from most of the other heartless douches out there. But try to keep it simple and to the point. Write a nice, short, sweet poem for her. Keep it short and contemporary. A 20 page ballad will NOT do, for example. Maybe a page with a few haikus on it. It would show her you cared without going overboard. You get it.
